| Job Summary: |
| Housing and Property Manager is responsible for management and growth of staff, day to day operations of Volunteers of America of Florida’s housing programs and offices; insuring compliance with all policies, contracts and regulations; development and implementation of procedures and emergency management plans; emergency intervention and property resource development. |
Credentials, Skills, Abilities, and Experience:
- Bachelor’s degree from an accredited university and two year’s related experience or High School diploma and six year’s related experience.
- Certified Occupancy Specialist, First Housing, Supportive Housing Program, and/or Veteran’s Administration Grant and Per Diem Training as required for program.
- RHM within two years for those overseeing 811 and / or 202 programs.
- Strong knowledge of property management skills including related financial statements, computer systems/software, regulatory programs, physical assets and HUD.
- Strong planning, organizational and time management skills and the ability to work independently and resourcefully.
- Ability to develop and manage quality properties within budget and regulations.
- Experience in personnel management and staff training.
- Ability to expand revenue sources.
- Communicate effectively verbally & in writing.
- Ability to understand the residential needs of individuals with special needs.
- Demonstrated skills in use of computer. Prefer use of Microsoft Office, SharePoint and database programs. Proficiency in Word, Excel, and database management.
- Possess a valid Florida driver’s license and safe driving record.
Essential Functions:
- Fulfill residential/community specialist, housing community coordinator responsibilities as assigned and outlined in relevant job description.
- Assist staff to develop and attain budgeted housing outcomes for all participants and facilitate outcome measures for other lines of business where possible. Orchestrate the delivery of support services and curriculum to meet agency mission and outcomes.
- On call as assigned.
- Develop budget. Assure that property’s operates within budget. Complete billing procedures as needed and report by deadlines. Expand revenue sources.
- Participate in development of businesses that employ trainees.
- Assist staff to comply with all agency policies ad procedures and licensing requirements.
- Assist staff in to comply with all agency medical records requirements related to the resident property file.
- Maintain accuracy and integrity of all related housing and property data in relevant data system.
- Oversee health and safety committee.
- Assist staff to develop positive team work and excellent community and vendor relationships.
Lead 811 Housing and Property Manager will also:
- Provide consultation to 811 housing & property managers to address concerns and issues as needed.
- Orient new staff 811 housing property manager on job responsibilities per agency policy.
- Assist in locating relevant training and coordinate attendance by relevant staff.
- Coordinate quality management reviews, including mock monitorings to ensure excellent results for MORs and REAC inspections.
- Assist is revising related policies and procedures and forms.
Lead 202 Housing and Property Manager will also:
- Provide oversight supervision and support for 202 housing property managers and housing community coordinators statewide.
- Manage, develop, and evaluate assigned staff.
- Fulfill responsibilities related to staff orientation, training, quality reviews and development of policies and procedures for 202 team as described above.
Additional Responsibilities:
- Perform other duties as necessary.
Performance Standards:
- Develop new funding sources/contacts to support housing development/property management initiatives. Meet budget.
- Meet lines of services outcomes as outlined in the strategic plan and outcome measures policy.
- Regularly monitor and improve status of properties to ensure compliance with related codes. Achieve “A” rating for all properties.
- Complete paperwork and reviews in timely manner.
- Maintain compliance with regulations, funders, and agency policy. Assure completion of contract related reports and requirements. Achieve perfect monitoring.
- Promote and maintain a positive image of Volunteers of America of Florida.
Normal Working Hours and Conditions:
- A forty hour work week.
- Occasional weekend or evening as required.
- Some travel required.
